Dr. AlSugair is formerly the President & CEO of the Saudi Center for International Strategic Partnerships, a Center that reports to the Saudi Council of Economic and Development Affairs (CEDA) and was established in November 2017. He held that role from January 2018 until April 2023.Prior to taking up that role he was the Chairman of the Saudi Civil Aviation Holding Company, Board Director of Advanced Electronics Company, Thakher Real Estate Development Company, and Chairman of Saudia Aerospace Engineering Industries Company. Dr. AlSugair has over 35 years of experience starting from a teaching and research career in King Saud University, Riyadh, Saudi Arabia, moving on to senior private sector positions in electronics manufacturing, investments, and public private partnerships (PPPs) in various infrastructure fields. In 2011, he was appointed as President of the General Authority of Civil Aviation (GACA) in Saudi Arabia, then as a result of moving GACA to report to the Head of the Council of Ministers instead of the Ministry of Defense and Aviation, he was appointed Vice Chairman & Vice President of GACA. During his tenure at GACA he led the liberalization of the Saudi aviation market in all sectors and services, and he also led the corporatization and privatization work at GACA. During his tenure at the University, he served as advisor to various agencies including the Ministry of Defense and Aviation, the General Directorate of Civil Defense, and Saudi Basic Industries Company (SABIC). He was chairman of the Civil Engineering Department at King Saud University from 1993-1995. Dr. AlSugair received a M.Sc. and Ph.D. degree in Civil/Structural Engineering from Stanford University in 1988. he also attended Harvard University's Advanced Management Program (AMP) in 2001.In 2004, he was awarded the King AbdulAziz Medal of the First Degree for his efforts in advancing science and excellence in scientific research.Dr. AlSugair is currently the vice Chairman of Northern Region Cement Company, a Saudi public joint stock company and a board member of Thakher Development Company, a joint stock company where he also heads the executive committee.
